Vacancy Notice

One of the main objectives of the anticorruption framework is to support the newly created the Independent Authority against corruption (IAAC) in fulfilling its objective of reducing perceived and actual corruption in a broad term, in particular, in enhancing capacity building of the relevant staff for research conducting.
To support its fulfillment of its mandate the IAAC, an international consultant was appointed to assist the IAAC to provide recommendations on developing a Corruption Index for Mongolia on distance manner. Unit of Research and Analysis IAAC is intended to seek assistance of Senior Local Researcher (consultant) to evaluate and provide recommendations including specific suggestions in draft methodology of developing a corruption index suggested by the international consultant.

SCOPE OF THE WORK

The duties and responsibilities of the consultants are following:
1. Review and provide specific suggestion on the recommendations of the international consultant and Unit of Research and Analysis on developing a methodology for the construction of a corruption index.
2. Provide recommendation and guidance in the methodology of constructing a corruption index, in particular by specifying required activities that need to be done.
3. Facilitate a discussion process of Methodology for Corruption Index Construction among other researchers, colleagues, NGO representatives, staff in related organizations, etc.

DELIVERABLES


  • Detailed report on reviewing the methodology for the construction of a corruption index suggested bye the International consultant (end of March, 2009);
  • Detailed recommendations on using the methodology for constructing a corruption index (end of March,2009)
  • Report on discussion of Methodology for corruption Index Construction
INSTITUTIONAL ARRANGEMENT

The consultant will work under the Chief of Research and Analysis Unit and closely with the IAAC team, and will report directly to the IAAC Commissioner General, and liaise with the Manager for the Governance Assistance Project Coordination Unit. The Project Coordinator at the IAAC will assist and monitor daily activities. The IAAC commissioner General will appoint members of his staff as main counterpart responsible for each of the tasks mentioned above, and the consultant will work directly with these staff members.

CONSULTANT'S QUALIFICATIONS / SELECTION CRITERIA

  • Education: candidate should have Ph.D or Sc.D in the relevant fields: politics, economics, sociology, statistics and criminology.
  • Be well accepted among the coutry's research community in developing both quantitative and qualitative survey methodology and research design.
  • Have no less than 5-years of experiences in concerting sociological and statistical surveys
CONTRACT DURATION

The IAAC wishes to start the assignment for the consultant in the early March,2009, or as soon as possible thereafter. Duration of the contract is 1 month.
Consultant will be selected in accordance with the World Bank's Guidelines: Selection and Employment of Consultants bye World Bank Borrowers, May 2004.
